Casca says, "yet 'twas not a crown neither, 'twas one of these coronets." What is happening is that Caesar and Antony are testing the waters to see if the Roman people would approve of making Caesar king. Rome had been a republic, not a kingdom, for over 400 years, so Antony offers him something that could be seen as a crown, but could also be seen as only a victor's garlanda coronet.
