to be bawd to a / bell-wether: procurer for a bell-wether. —A bawd is a whorehouse madam; part of a bawd's job is to boost business by finding virgins (usually only alleged virgins) for the enjoyment of wealthy patrons who are willing to pay a premium. —A bell-wether is a castrated ram ("wether") who can be trusted to lead his flock of sheep. So Touchstone calls into question the entire value of shepherding by subtly and humorously comparing Corin's sheep to people.
