A motley fool: i.e., a perfect fool, one wearing motley, the traditional multi-colored costume of professional jesters.  a miserable world!: A fool's natural habitat is a nobleman's court, and finding a fool in a forest is like finding a man in a freshly pressed tuxedo dumpster-diving. Therefore it's possible that Jaques exclaims "a miserable world!" because it must be a "miserable world," one turned upside-down, that sends a fool into the forest.
